Al-Haier ISTP on track for commercial operations in the fourth quarter of 2026.

SA Riyadh, Saudi Arabia
Feb 09 , 2026

Saudi Water Partnership Company (SWPC) has announced steady progress on the Al Haer Independent Sewage Treatment Plant (ISTP), a major infrastructure project being developed in Riyadh at an investment of SAR 1.8 billion ($480 million).

The project is being implemented by a consortium led by Belgian construction group Besix, in partnership with leading Saudi utility companies Miahona and Marafiq.

The scope of work covers development and financing, as well as engineering, procurement, construction, and implementation services. It also includes the ownership, operation, maintenance, and eventual transfer of the sewage treatment facility under a 25-year agreement.

Upon completion, the Al Haer ISTP will have a treatment capacity of 200,000 cubic metres per day. The facility will be supported by a 32-kilometre integrated treated sewage transmission system with the capacity to transport up to 400,000 cubic metres per day, according to SWPC.

The project also includes the construction of a pumping station and storage tanks with a combined capacity of 200,000 cubic metres per day, aimed at enhancing the efficient and sustainable use of treated sewage across multiple sectors.

SWPC stated that the project is being delivered under a build, own, operate, and transfer (BOOT) model, ensuring long-term operational efficiency, service continuity, and reliability.

The Al Haer ISTP represents a significant milestone in advancing Saudi Arabia’s environmental sustainability goals and improving quality of life in the capital. With construction progressing at pace, the project remains on track to commence commercial operations in the fourth quarter of 2026.
